As soon as you receive your Joule and pair with it in the Joule app, you will be able to go to https://www.chefsteps.com/tf2, and it will recognize that you have a paired Joule!
You will receive the code at this point. You'll just want to make sure that you using the same account to pair with your Joule that you use to log into your chefsteps.com account.
